This is called a refraction caused by the lens in the camera.

They are the result of something small (as in bits of something flaking off the spacecraft thermal blankets) but very close and out of focus, so appearing very large and fuzzy. Because they are close they would be moving across the field of view quickly, so there would be smearing over the course of the exposure too.
